 Eradication of Corruption


Corruption:

Corruption is a disease that spreads like a contagion and eats up the society. Corruption is the name of taking undue advantage of one’s authority for personal gain. Apart from political institutions, it also includes the heads of governments to ordinary employees. The real cause of corruption is the desire to get rich by any means.

Man of the present age does not like to live a moderate and simple life. There is a war of competition between families, neighbors, relatives, friends and enemies; every legitimate and illegitimate means is used to put each other down or at least equal. Where there is a capitalist system, corruption will be necessary because our country is also under the umbrella of the capitalist system.

Therefore, it is natural for corruption to occur in our society and corruption exists not only in developed countries but also in under-developed countries. But in these countries, solving public problems remains the first priority because if the ruling parties solve public problems according to their manifesto. If they fail to do so, they not only have to face the people, but in the next election, the people will fail such political parties, so the rulers of the developed countries have to include the public issues in their top priorities.

Elections in our country are not fought to solve public problems, but they are fought to get back the huge capital invested in the election campaign with ten times more. In a country where corruption is the dress of the elite, arresting ten or twenty corrupt people will not end corruption, but it requires a coordinated planning and indiscriminate action.

History is aware of the fact that due to creation, the nations were destroyed. At the time of the destruction of the Roman Empire, only two percent of the people remained honest. Living a life of luxury by acquiring wealth through illegal means does not give peace and contentment to the heart. When Hazrat Umar Farooq entered Yar-Wishlam as the conqueror of Jerusalem, a slave was riding on a camel and the camel curb was in the hands of Hazrat Umar Farooq. On the body of Hazrat Umar Farooq was a kurta made of camel hair with patches on it.

The 2023 National Corruption Survey released by Transparency International Pakistan has revealed alarmingly that the police is the most corrupt, followed by the procurement and contracting sector, followed by the judiciary, followed by the education and health sectors. The chain of non-provision of justice in the society starts with the police. Where one has to pay a bribe or get a recommendation to register one’s basic right, i.e. FIR, and the common man is so poor in this regard that most of the time they consider it futile to file a report of their loss. He does not go to the police station.

Transparency International’s report can still be described as a lie, as in the past, and this is often the case, but how long will it last? We must do something. There is no doubt that political, social and economic system will have to be changed to eradicate this evil.

There are PPRA rules for procurement department. They need to be more harmonized. It is a strange thing that the rules are there, but the procurement people of every department are not fully aware of it. That is, the staff is not trending. There is a need for PPRA department to arrange more seminars so that people are aware of this law, purchasers, sellers and government employees can get guidance. There is guidance for project directors, vice-chancellors, chief ministers and governors.

Punjab University has already submitted an application which is being worked on in this regard. Only very honest, highly educated and honest people should be recruited in the anti-corruption department. They should not be affiliated with any political party.
